California Rehabilitation Center Overview
California Rehabilitation Center, often shortened to CRC, is operated by the California Department of Corrections and Rehabilitation. CDCR describes CRC as a Level II medium-security correctional facility in Norco for felon commitments. That means CRC is part of the state-prison system. It is not searched through Riverside Sheriff JIMS, and it does not function as a local pretrial booking jail for Riverside County arrests.
CDCR announced on August 4, 2025, that CRC is planned to close by fall 2026. The announcement says the closure plan does not include early releases and that transfers are expected to remain within CDCR. Until CDCR changes custody routing or closes the institution, the correct public lookup path remains CDCR CIRIS, with court files used only to confirm the conviction or sentence that sent a person to state prison.
Note: CRC closure planning can affect housing and visiting, so confirm location in CIRIS before mailing, visiting, or sending funds.
California Rehabilitation Center Population
The Riverside County research file did not locate a current CDCR rated-capacity figure for CRC on the official facility page. Because of that, no capacity number should be inferred from older sources or copied from third-party pages. CRC should be described by its official custody role, Level II medium security, and by the CDCR closure announcement rather than by an unsupported population count.
State-prison population is distinct from the Riverside County jail population. Vera's Riverside profile counted 7,607 people from Riverside County in state prison on an average day in 2022, while BSCC counted the local jail average separately. A person can start in a Riverside Sheriff jail after arrest, then later move to CDCR after conviction and sentencing.

It is the right system for sentenced California prisoners, including people whose commitment county is Riverside County. JIMS should be used for Riverside Sheriff jail bookings and current county-jail facility routing, not for a sentenced person housed at CRC.

California Rehabilitation Center Visiting
CDCR visiting is not the same as Riverside County jail visiting. State-prison visitors generally must be approved, check visiting status, follow institution rules, and schedule through the CDCR visitation process. CDCR's visitor information page explains approval, scheduling, identification, attire, and visiting status checks. Closure planning makes pre-trip confirmation especially important for CRC.

CRC Programs and History
CRC has a distinct Riverside County history. The property was once the Lake Norconian Club, a luxury hotel, then a naval hospital. It was donated to the state in 1962 as a narcotics center and later housed felon commitments. CDCR program notes include vocational trades, adult basic education, GED, literacy, college work, Caltrans and CAL FIRE crews, substance-abuse programming, self-help, religious services, Friends Outside, NA and AA, anger management, parenting, Toastmasters, and SAP.

CRC Records and Riverside Cases
A CRC custody record does not replace the Riverside County court file. CIRIS is built to answer the prison-location question. Riverside Superior Court records answer the case question, such as what charge was filed, what hearing occurred, and what sentence sent the person to CDCR. The Riverside Sheriff JIMS profile may still be useful for older booking details, but once a person is transferred to state prison the active custody source changes to CDCR.
That split is common in Riverside County because the county has five sheriff-operated jails plus state facilities in Norco, Blythe, Hemet, and the conservation-camp system. A person can be arrested in Riverside County, appear in a sheriff jail record, have charges filed in Superior Court, then later appear in CDCR if sentenced to state prison. Each step leaves a different record trail. For CRC, the safest workflow is to confirm the current CDCR location, then use court records for the sentence and sheriff records only for the earlier jail booking.

Before Taking CRC Action
Before a family member mails a letter, sends money, schedules a visit, or drives to Norco, the first step should be a current CIRIS check. CRC's planned closure adds another reason to verify. CDCR can move people within the state system, and a record that once pointed to CRC may later point to another institution. The court file may still show the same sentence, but the custody location can change.
Do not treat commercial search results or old jail booking pages as proof that the person is still at CRC. Use the official CDCR locator for prison custody. If the question is about an active Riverside County court date or a pending charge, use the court portal. If the question is about a prior booking number or public arrest information, use the sheriff records paths. Keeping those sources separate prevents missed visits, returned mail, and money sent under the wrong custody assumptions.
CRC Transfer Checks
CRC's planned closure makes transfer checks part of the ordinary lookup workflow. CDCR announced the closure plan on August 4, 2025, and stated that transfers would be handled within CDCR with no early releases.
